Indicadores claves de desempeño en gestión de proyectos de cooperacion internacional de fuentes renovables de energía
Key Performance Indicators in the management of international cooperation projects for Renewable Energy Sources
Abstract
International cooperation in renewable energy sources is key to the Sustainable Development Goals and the energy transition in Cuba, but its management faces challenges in measuring results, risks, and sustainability. The objective of this study is to develop a comprehensive framework of key performance indicators applicable to international cooperation projects in energy communities, evaluating in a comparative and multidimensional way their technical, economic, social, environmental, and institutional effectiveness. The analytic hierarchy process was applied with 6 experts to weight 37 indicators across seven strategic dimensions. The results show that strategic planning, financing and economic sustainability, and institutional strengthening obtained the highest weighting, with a consistency ratio of 0.0194 that confirmed the robustness of the expert judgments. The global prioritization analysis identified the most relevant alternative per dimension. The proposed indicators constitute a reliable tool for prioritizing investments in the Cuban energy sector.
